Pesticide operators do not fulfill the obligation of recycling pesticide packaging waste, penalty!

  Recently, a farmland management store in the West Coast New District of Qingdao was punished by the Agricultural Comprehensive Administrative Law Enforcement Brigade of the West Coast New District of Qingdao, due to the failure to fulfill the obligation to recycle pesticide packaging waste. This is the first case in Qingdao that has been punished since the implementation of the “Administrative Measures on the Recycling of Pesticide Packaging Wastes in Shandong Province”.

On August 16, 2019, the Shandong Provincial Department of Agriculture and Rural Affairs, the Department of Finance, the Department of Ecological Environment, and the Department of Transportation jointly issued and implemented the “Administrative Measures for the Recycling of Pesticide Packaging Wastes in Shandong Province”. The Measures stipulate that the packaging materials (bottles, cans, barrels, bags, etc.) that have been discarded after the use of pesticides shall be established in accordance with the principles of market operation, government guidance, and territorial management, and “whoever uses them, who sells them, collects, The disposal of pesticides and packaging wastes is the main mode of institutional disposal, market entity commitment, and public finance supplementation. The Measures clearly state that producers of pesticides (including those that export pesticides to China), operators and users should promptly recycle pesticide packaging wastes and hand over the pesticide packaging wastes to specialized institutions or organizations for disposal. Pesticide operators also set up a pesticide packaging waste recycling account, recording the type, quantity, date of recycling, and whereabouts of pesticide packaging waste.


The store not only did not take the initiative to fulfill the recycling obligation, the law enforcement officers conducted on-site publicity and guidance during the first inspection, and ordered the order to be corrected. The operator Liu still did not rectify in the later period. During the second inspection, he found that even the least recycling was found. Equipment such as barrels are not prepared. The second squadron of the Comprehensive Law Enforcement of Agriculture in the New District imposed a fine of 2,000 yuan according to law and conducted critical education. The party, Liu, expressed sincere acceptance of the punishment and actively corrected it.



Pesticide packaging waste is an important source of agricultural environmental pollution. The implementation of pesticide packaging waste recycling is a legal obligation, but also a new fashion, benefiting the country and benefiting the people. In the next step, the Agricultural and Rural Bureau of the New District will continue to increase publicity and law enforcement inspections on environmental protection law.
